Increase population to unlock new business(cityville)

Open cityville

Open charles and put bp's on
Refresh city
Execute edit request on pop up
Edit Response, open amf
Expand data tab
Expand user info
Open World tab
Open CitySim tab
Change population 1st and 2nd links to e.g. 15 - 1500 and 10 - 1000
Execute about 4 times and bp's off
New business's will be available due to expanded population.
Buy a business and place on land, build once and refresh.
Population will go back to what it was and new building should have stuck.
